It is asked related to the car transmission system then the gears which are mounted on the engine output shaft are all driving gears. They mesh with the gears mounted on the shaft which is connected to the differential. So the gears mounted on the engine output shaft act as input gears(driving gears) to the gears mounted axle.
If we talk in general power transmission system then the gears which are mounted on the 1st output shaft are driving gears and those which are mounted on the last output shaft are driven gears.
In other words,Gears transmit power. So the first gear, that is the one connected to that rotating shaft that provides the power, is called the driving gear. The driving gear moves other gear(s) connected to it and those are the driven gears.
